U-17 category uses a half competition system.

Total 16 teams will be divided into 4 groups (A, B, C, and D). Each group consists of 4 teams. If 2 teams based from the same club/academy, the group placements will be separated before the draw is made.

Ranking in groups is determined by the number of points achieved, and it is placed as follows:

• Three (3) points are awarded for winning results.
• One (1) point is awarded for a draw result.
• Zero (0) points are awarded for a losing.

On the final group result, if two (or more) teams have the same number of points, the ranking order will be determined based on the following conditions :

• Head-to-head (results of matches between the team concerned).
• Goal difference (for each team involved).
• Goal productivity (overall).
• Discipline Report Score (yellow card & red card) – where a yellow card is rated -1, a red card is rated -2, an a direct red card is rated -3.

Based on the final group results, the teams ranked 1^st and 2^nd will advance to the knockout round of the Cup category (quarter-finals, semi-finals, and finals), while teams ranked 3^rd and 4^th will proceed to the knock-out round of the Plate category (quarter-finals, semi-finals, and finals).

In the event of a draw, the match will be decided by a penalty shootout (5 shooters per team). If the tie persists, a coin toss will determine which team serves as the kicker and which as the goalkeeper. If the team kicking scores, they win the game; otherwise, the opposing emerge as the winner.

For Cup and Plate category, there are awards as below :

1. Trophy for teams of 1^st, 2^nd , 3^rd and 4^th in each category
2. Medal for players of 1^st, 2^nd , 3^rd and 4^th placed teams in each category

4. Trophy for Top Score for CUP category
5. Trophy for Best Goal Keeper for CUP category

1. In the U-17 category, matches are conducted as 11 vs 11 games.
2. In the preliminary round , the game duration is 2x25 minutes each with a 5-minutes break, except for final CUP category, the game duration is 2x30 minutes with a 5-minutes break.
3. The offside rule is applied.

5. The size of field is 110 m x 68 m.

1. In the U-17 category is for players born on or after 1 January 2007.
2. Each  team are allowed to use two joker player (1 year overage,  born on 1 January 2006 - 31 December 2006)

1. Each team is allowed to register a maximum of 22 players, and maximum 20 registered players are eligible for the player line-up.
2. Officials are obligated to provide the committee with the player line up at least 1 hour before kick-off.
3. It is allowed to revise the line-up at least 30 minutes before kick-off.
4. Maximum of 4 substitutions are allowed, with one substitution permitted during the first-half If not utilized during the first half, the team will be limited to 3 substitutions.

1. A Valid player is someone who possesses an official ID Card issued by the Committee.
2. The team that plays an invalid player—someone who isn't registered or isn't on the player lineup—whether on purpose or accidentally will be scored 0–3 (lose) against that team.
3. A team will be disqualified from the tournament if it is discovered and proved to have an excessive number of overage players, whether intentionally or unintentionally, or if it uses or falsifies documents to identify its players.

1. When in the technical area, an official must wear an ID card that has been granted by the committee.
2. A total of four officials — the team manager, coaching staff, medical staff, and equipment staff — are granted access to the technical area. 
3. Only one official is permitted to provide technical directions during the match.

1. It is required that every team possess a minimum of 2 sets of jerseys in variants of colour (dark and light).
2. The player on each jersey needs to have back number (1-99).
3. During the tournament, a player may only wear one jersey number; they may not switch numbers.
4. In the match schedule, the team mentioned first is designated as the home team (Home), while the team mentioned second is considered the away team (Away).
5. The committee reserves the authority to determine that the away team must substitute a jersey of a different colour or contrast with the home team if the referee determines prior to the match that the jersey colour of the two competing teams are similar. 
6. The sole shoes allowed are football shoes with plastic studs.
7. Every team must prepare its own vest to be worn by the substitutes during the match.
8. The vest's colour should be in contrast or dissimilar to the jersey's colour, which should be maintained throughout the match.
9. All players required to wear a shin-guard.
10. All upholstery, including base layers, gloves, and cuffs/snood, must match the colour of the jersey.

The match will be refereed by a federation-licensed referee from the Football Association of Indonesia (PSSI).

The Disciplinary Committee holds the authority to address behavioral and disciplinary matters related to players, officials, and spectators engaged in unethical, unsportsmanlike, or disrespectful acts that interfere with the flow of the game. The committee reserves the right to impose sanctions, ranging from the least severe (a warning) to the most severe (expulsion from the tournament), and its decisions are final.

1. Interference or entering the field, involving negative actions or reactions directed at match officials by supporters, parents, coaches, or officials, is strictly prohibited, both during and after the match has concluded.
2. Provocative conduct exhibited by certain officials, players, supporters, or parents, which incites a disturbance and renders the environment unbalanced.
3. Chaos, commotion, or even fights made by players (individually or collectively) on the field.
4. Chaos, commotions, or even fights made by officials/coaches in the technical area, against fellow officials/coaches opponents, or against the match equipment.
5. Negative gestures or attitude exhibited by team members including players, coaches, officials, parents, and supporters may take various actions and forms during match.

1. Players who receive two yellow cards in one match (an indirect red card) or in two separate matches will be subject to a one-time ban.
2. Players who obtain a direct red card will be banned twice.
3. Direct red card punishments may be used with harsher consequences in more extreme situations, such as hitting or insulting officials, committees, or referees. The outcome of the meeting with the Disciplinary Committee determines the fine for this kind of discipline.
4. The team they are defending is given a 0–3 loss if any players who are still in their sanctioned status play, whether on purpose or accidentally.

1. If a team is late or fails to show up according to the set schedule, it will be declared a 0-3 loss and will incur an additional penalty of one point deduction. The waiting time limit is 10 minutes from the predetermined schedule.
2. The match must be halted in the event of an emergency, such as natural factors (e.g., lightning or rain), natural disasters, or riots that pose a threat to the safety of all parties and result in a disruption of the match (force majeure). In such cases, the committee will determine the schedule for the postponed match
3. In the event of match termination due to natural factors, the committee will initially postpone the match for a waiting time limit of 15 minutes. If, after the 15-minute wait, the situation does not improve, the match will be stopped. The committee will then schedule a postponed match, taking into consideration the remaining time of the original match.
4. If the match is compelled to stop with 5 minutes remaining from the normal time (2^nd half), it will be considered finished with the existing score.

1. If a team incurs violations and sanctions leading to disqualification, all results of matches involving that team are considered canceled.
2. In the event of a team withdrawing while the tournament is still in progress, all results of matches involving that team are considered canceled and not counted.

1. Serious injuries, such as dislocations, fractures, and internal organ injuries that require emergency treatment, are incidents where the committee is responsible for promptly providing an ambulance and arranging transportation to a referral hospital.
2. The responsibility for covering the costs of treating serious injuries falls on the management of each team.
